What is the path where we can not walk, let's not fall inside in those black holes that the Social Security system keeps for us?
Every day I have obliged to bring face to face with problems and very serious situations what I find in that system what give the protection to a human to live with dignity.
The System of Social Security are several holes that we´ve need to cover.
The danger is begin when we come into the unemployment. It´s a knowledge situation the percentage of unemployment, what was highly in the year 2011-12, wich almost hit the 20%. We have been able to reduce the unemployment rate to 8% while five years with the creation of the new work places what given new job possibilities, with the growth of the economy and development, what is a huge improvement for the country.
What will happen to those people who continue in the situation of the unemployment, what subsidy are they entitled to and how have they been able to survive on that income?
The Social Justice program that was created during the governance of the President of the Republic Prf.Cavaco Silva and Prime Minister Dr.P. Passos Coelho and they began to handled social affairs and began to grow better with the creation of social canteens and the few increase of subsidies from 2013-14.
As my situation forced me to dipping into the system of the subsidies of the unemployment, I discovered those holes that might not alive.
All persons are entitled during unemployment for the protection of unemployment, social protection which is a value of 419.22 € / month for a year. If you can not find employment inside this period, you can continue with the subsidy of the subsequent, what has a value 335.00 €/ month while six monthes.
As Social Security has collaboration with institutions and companies, where are possibilities to dispose unemployest to work with the contract of the Insertion-Job and this way they´ve possibility to continue with the unemployment subsidy and more 20% of this value what paid by the institution, this way these workers have possibility to get almost the minimum wage and nourishing aid. When a job vacancy suggest in this institution the worker can continue with binding contract, if this person can´t fulfill the discretions of the job in this institution, the worker return to the employment office.
During Insertion-Job contract the worker is the same in the unemployment and obliged to continue
actively looking for a job, but the same time the institution have need the work of that person
100% polyvalent. I mean that person must to be professional who is able to fulfill the work in all sectors and replace the other workers and works the same as those workers who have binding contract. Many times the situation is humiliating, people considerate like
irresponsible because this person stands in the unemployment situation,he hasn´t allowances and doesn´t need to file tax return. We don´t forget these people work the same or more like the others. When somebody is professional this person works under his/her merits to they will not lose their goods.
It is the devaluation of the human.
The Insertion-Job contract joined with the contract of the third part of an inheritance, I want to tell after the Insertion-Job contract we must to return some value to the Social Security, what is the proof that person is responsible and they can continue to work with him or her this way. After a year contract I had to return a value 510.00€ to the Social Security.
If unemployment continues after the subsequent subsidy we have the possibility to continue with the subsidy of the Social Insertion Income what is a value of 201,00 € /month that after the cuts of the subsidies is a value 185,28€ /monthly that the new Government of the Prime Minister Dr. António Costa had sanction.
Person is saved if there is a firm who asks this person from the job center as a volunteer that person has possibility to continue with Insertion-Job contract. If not
there is possibility to enter firm nobody this person has to continue with 185,28 € / month that pays for a period of the 12 months.
There are holes between systems, a month or two months until the unemployed passes one system to another and while this period doesn´t get subsidy, must to live without social protection. While these months the unemployed can lose his residence also because this person becomes invalid to pay, this way he can ¹lose his independency also.
As we´ve knowledge from the President Prof.A.Cavaco Silva´s book in "Thursday and other days": the PR asked PM J. Socrates to confirm the failures in the Social Security system and they might execute these subjects of front of the Assembly of the Republic to they will been able
make some modification in the Law. The Presidente hadn´t get any answers about this affair never more.Just those people live in these situations who are long time in the situation of unemployment for some serious reason like:
- can´t get a job because the unemployed hasn't basic conditions of live
-doesn´t want to work what's a crime
-go beyond the jail and couldn´t rebuild his live again
-the doctor didn´t confirm the invalidity or medical discharge, this person forced to work but his health doesn´t leave it
- in a crime situation if the authority didn´t keep the victim´s situation who mightn´t work
-authority hasn´t colaboration with legal medicine and ONU they can commit a homicide against victims and they will be forced to live without their rights.
People remain in the situation of poverty, they lose their stability, they haven´t possibility to be
effective worker and they haven´t possibility to have career in the profession and successful life.
The parents can´t give a future to their sons, the parents lose their independency and the sons must to give a place to their parents and not the parents to their sons.
These persons remain without rigths to have credit, they haven´t been able to buy a habitation.
Those people who open an account to buy a habitat the situation of unemployment forced them
to hand the house to the bank because they become invalid to pay and they lose their benefits.
We must continue the war for our rights to the truthful social protection what will not damage nobody´s life.
Human Rights' social protection while unemployment and diseased are the habitat, the nurishing aid, the health care and subsidy might not lack, at all we must remain to free these failures.
